BIS launches National Careers Service

Skills minister John Hayes today launches the new National Careers Services from the Department for Business, Innovation and Skills (BIS).

The service can handle up to 1m telephone advice sessions and at least 20m online sessions, and will be able to provide information and advice for around 370,000 young people online and over the phone, as well as face-to-face advice for 700,000 adults each year in a range of locations.

It provides detailed sector-by-sector labour market information and tools such as a CV builder and “skills health check”.

Hayes says: “Making available the right advice at the right time and in the right places is to strike a blow for social mobility, social cohesion and social justice – a society that encourages people from wherever they start to journey to the destination of their dreams.”

Record producer Pete Waterman, a backer of the service, says: “I know from my own experience that it’s never too late to learn a new skill. I learnt to read and write much later in life than many people, but this opened up a whole new world for me.”

INTERNATIONAL Ireland: Professional job opportunities up nearly a fifth

The number of professional job opportunities in Ireland in Q1 2012 is up by 18% on the same period last year – with the number of new jobs in March (9,246) up 9% from February.

This is according to the latest Morgan McKinley Irish Employment Monitor.

This more buoyant jobs market was more than matched with new jobseekers – compared to the same time last year, there was a 57% rise in the number of professionals seeking new job opportunities.

Karen O’Flaherty, chief operations officer at Morgan McKinley in Ireland, says: “Demand for IT professionals and those with multilingual skills across all sectors remains consistently high.

“Positively for the hiring market overall, redundancy announcements in Q1 12 have broadly been offset by the number of job creation announcements, namely HCL, Sogeti Ireland and Blackrock Incorporated.

“The increased confidence in the recruitment market is tempered by evidence of short-term business forecasting, demonstrated by a rise in demand for professionals to fill project and fixed-term contracts versus permanent hires.”

INTERNATIONAL: US Matteson Partners launches ExactSource for RPO market

US Matteson Partners, the Atlanta-based retained search firm, has formed a new subsidiary to compete in the recruitment process outsourcing (RPO) market.

The new subsidiary, ExactSource, is targeting companies needing to fill positions with very specific skills and experience. According to Matteson Partners, the name ExactSource reflects the emphasis placed on sourcing, screening and hiring to exacting specifications.

Jerry Schmidt, president of ExactSource and senior managing partner at Matteson Partners, says ExactSource is building on a process and technology developed by Matteson over several years.

“Many of our clients, particularly in engineering and IT, struggled to find and fill positions with very specific skill requirements. They asked for our help, and in response we built a technology platform and a methodology that allows us to find and fill those positions – more quickly and cost effectively,” he adds.

ExactSource’s proprietary web-based technology platform includes the ExactProfile, a system that measures and catalogues more than 114 skills and experience levels.

Candidates who complete the ExactProfile are entered in the ExactSource database and receive their own personal profile to demonstrate their proficiency and knowledge in a range of skills and disciplines.

Migration cap confirmed unchanged

The current immigration cap of 20,700 skilled workers from outside the EU is to stay at the same level for the next two years.

This decision had been recommended by the independent, non-governmental Migration Advisory Committee (MAC) in late February of this year – and the recommendation was broadly welcomed by business groups at the time, as reported by recruiter.co.uk.

The UK Border Agency (UKBA) says in a statement released today: “This means the number of middle-management jobs such as IT technicians and security managers will no longer be open to migrant workers.

“However, highly-skilled occupations such as architect, teacher or chemical engineer will still be available”, and in fact all prospective workers with a salary in excess of £150k are not subject to the 20,700 limit.

The statement says: “Additionally, the rules for businesses around advertising highly paid and PhD jobs will be relaxed. This will cut bureaucracy, meaning companies will no longer have to advertise vacancies through Jobcentre Plus, where they are unlikely to get applicants for these types of jobs, but will still have to advertise more widely.”

All incoming workers will still need to have as minimum a graduate level job and speak an intermediate level of English before being allowed to stay in the UK.

Immigration minister Damian Green says: “The government has been clear that the UK is open for business and our limit has been designed with the industry’s needs in mind.

“We believe there is no incompatibility between economic growth and controlling migration – our reformed, more selective immigration system can achieve both.”

UK labour market ‘heading in the right direction’, says Reed

The latest job index from recruiter Reed shows the number of online job postings rose by 9% in Q1 2012 compared to the same period in 2011.

This follows the news, reported earlier this week by recruiter.co.uk, that the number of new roles in the UK showed a slight month-on-month decline in February.

The ‘Reed Job Index’ shows particular growth in the construction, engineering, IT, motoring and purchasing sectors, and growth present in every region of the UK apart from Scotland and Northern Ireland.

Martin Warnes, managing director of reed.co.uk, says: “The latest ‘Reed Job Index’ shows that job creation has been strong during the first three months of the year.

“But we mustn’t forget that, for a lot of people, finding work continues to be a real struggle, while the cost to business of employing staff remains a barrier to recruitment. The budget may have been seen as friendly to business, but the taxation burden of actually employing staff remains high which needs to be addressed by policy makers to assist continued job growth and a sustained job-led recovery.”

INTERNATIONAL US: Extra 209,000 private sector jobs in March

Private sector employment rose by 209,000 from February to March, according to research from payroll services firm ADP.

Just under half (100,000) of these jobs were added by businesses with fewer than 49 employees, with medium-sized firms (50-499 workers) creating 87,000 jobs, and the remaining 22,000 coming at larger firms.

Most of the roles (164,000) came in the services sector.

Joel Prakken, chairman of Macroeconomic Advisers, who carried out the research for ADP, says: “The March increase in private employment suggests that the national unemployment rate may have declined slightly last month.

“It would also be consistent with other indicators suggesting some firming of labour market conditions, such as the downward trend in unemployment claims and upturns in the components of consumer sentiment and confidence influenced by perceptions about the availability of jobs.”

INTERNATIONAL France: Adecco launches Modis brand

Real life time management

Is your diary or Outlook jam-packed with various meetings, appointments and tasks? In the modern world of work, this is hardly unusual. In our 24-hour culture where instant results are not only demanded but expected, it’s all too tempting to try to use the entire 24 hours of a day to cram in everything you promised yourself or others that you’d do.

However, it turns out none of us can work 24-hour days and we end up getting behind on our massive inbox pile. We hear a lot about how efficient time management is important in order for us to achieve more, perform better and find personal balance and alignment, but what does it really mean to manage your time efficiently? Here are some pointers for getting past the buzzwords and finding practical, real-world ways to manage your time.

·  Get clear on what you’re trying to accomplish. If you have 100 ideas running around your head and you spend your days trying to chase every one, you’ll simply become torn between all of them. You’ll start a lot of projects but never finish them. Focus on what your short-term and long-term aims actually are and develop a focused plan for achieving them. Break down each objective into tasks and do them, without getting distracted by changing strategy on a whim.

·  Be firm with yourself and others. If you’ve scheduled “office time” on your calendar don’t then overwrite with so-called “emergency” meetings. Office time is necessary in order to work through your inbox pile. If you keep bumping it off, the pile will just continue to grow. On the off-chance that the meeting really is an emergency, delegate and send someone else in your place. There should be at least one person on your team whom you trust to represent you at a meeting. If not, why not?

·  Don’t just delegate in emergencies. Use your team—after all the purpose of a team is to work together, offering one another support and putting in a more powerful performance collectively than any one individual could. Each member of your team has their unique strengths, so play to this diversity of talents and skills by assigning tasks to individuals that fall within the person’s area of strength.

·  Prioritise. If someone asks you to do something, you start doing it but then someone else comes along and asks you to do something else. It’s easy to just switch to the new task. But then you never complete any of the tasks. People are always going to be coming to you with requests and each person will think their request is more urgent than anybody else’s.  Instead of trying to please everyone at once, get some objectivity. If you find yourself with a whole list of tasks that people have asked you to do, look at it critically and ask yourself what the organisation needs you to do first, not the individual. After all you’re all working to benefit the company, not yourselves. Once the business as a whole succeeds, the associated benefits will be passed down the line to each one of you.

·  Accept there are only so many hours you can work. No matter how good you get at managing your time, there are always going to be days or weeks where you don’t complete all the tasks you had set for yourself. Don’t beat yourself up about this. If you’ve prioritised well, the most important things will have been dealt with. Tomorrow or next week is a fresh start. Don’t make the mistake of burning yourself out by over-compensating for everything you didn’t get done today. Stick to your plan, stay focused and perhaps delegate any unfinished tasks to a team member you know enjoys and is good at that type of work.

The overarching thing to keep in mind about time management is to be realistic. When you stop making superhuman demands on yourself, you’ll find that you have more energy and will naturally be more productive at work, getting more done.

UK AAA rating on new credit watch

George OsborneChancellor George Osborne is preparing to deliver his Budget next week

The Fitch credit ratings agency has joined Moody’s and put the UK’s top AAA rating on “negative outlook”.

Fitch Ratings warned on Wednesday that it could downgrade the UK in the next few years if the government does not contain the level of public debt.

The warning comes as Chancellor George Osborne puts the finishing touches to this year’s Budget, which will be delivered next week.

A credit rating in theory determines a country’s borrowing costs.

Fitch said that while the UK had a strong commitment to reducing the budget deficit and had an economy that was underpinned by a “high-income, diversified and flexible economy”, it had “very limited fiscal space to absorb further adverse economic shocks”, pointing to the continuing debt problems besetting the eurozone.

The Treasury said Fitch’s move was a warning to those calling for help from next week’s Budget, which is being delivered while the government is trying to cut spending and borrowing.

A spokesman said: “A week from the budget this is a reminder of why it is essential Britain sticks to its plans to deal with its debts.”

Fitch currently expects the country’s public debt to stabilise at around 94% of its gross domestic product (GDP) by 2014-15.

If it does, Fitch will reaffirm the UK’s rating as AAA.

It emerged this week that Mr Osborne was considering using the UK’s top rating status to tap into cheap, very long-term borrowing.

One month ago, Fitch’s rival agency Moody’s sparked debate about the UK’s rating after it said it was watching the UK’s credit worthiness.

The other leading agency, Standard and Poor’s, still has the UK on AAA, with no warning of a possible future downgrade.

Yen hits an 11-month dollar low

The yen has hit an 11-month low against the dollar as the US currency strengthened on hopes of a recovery in the world’s largest economy.

The Japanese currency was trading at 84 yen to the dollar in Asian trade.

That figure compares with 75.31 yen in October last year, which prompted an intervention in the currency markets by the Japanese central bank.

A weak yen is good news for Japanese exporters because it makes their goods more affordable to foreign buyers.

US recovery

Recent data from the US has shown signs of economic recovery.

Official figures last week showed that the US economy created 227,000 jobs in February, while the unemployment rate stayed at the lowest level in nearly three years.

The Labor Department also said that job-creation figures in December and January were stronger than it had first estimated.

At the same time, the US Federal Reserve upgraded its view on the economy, saying it was more optimistic about the recovery.

Analysts said this had reduced the chances of a fresh stimulus by the US central bank and boosted the US dollar.

“The market is reviewing its view on the US economy and scaling back expectations for further US monetary easing or the risk that the US economy will be doing poorly this year,” said Makoto Noji senior strategist at SMBC Nikko Securities.

Thames Water retracts leaks claim

Thames Water is taking up to two months to fix leaking pipes despite claiming an average repair time of five days.

Britain’s biggest water supplier is wasting millions of litres of water a day by failing to respond to the public earlier, a BBC investigation found.

Thames is one of seven water companies introducing hosepipe bans from 5 April, blaming drought conditions.

Since being contacted by Watchdog, Thames Water has removed the “five day” claim from its website.

The company admitted its response to leaks “isn’t good enough” in some cases.

The BBC’s Watchdog programme calculated that a leak from one basement of a central London flat lost up to 130,000 litres in two months.

The home owner, Jeremy Gompertz, reported the leak nine times and described the company’s response as “scandalous”.

Running water

“It took them three weeks to even come and have a look at the problem,” said the 74-year-old barrister, who lives in Islington.

“The last time they came, they reported back that they couldn’t even find the leak. I can only assume that they went to the wrong premises, as if you stand outside my property you can actually hear the water running.

“I think it’s outrageous that when we’re threatened with water restrictions because of the drought, they can’t be bothered to come and remedy a leak which has been running for two months.”

Thames Water disputes that the leak was responsible for all the water coming into the property but admitted not returning calls.

“We apologise unreservedly for that, and also for our slow action on this. There is no excuse and we are taking steps to ensure there are no repeats in the future.”

Thames Water Live

  • BBC Watchdog monitored leaks at Thames Water Live from 22nd February 2012
  • There were 441 “active” leaks, of which 210 were repaired within the next five days
  • Of those, 48 had not been repaired after 20 days
  • Watchdog inspected a leak in north London losing 3 litres per minute

The company, which supplies London and the South East, has met leakage-reduction targets laid down by the industry regulator, Ofwat, for the last five years.

It said leakage had been reduced by a third since a peak in 2004, and that it was currently repairing 1,000 leaks a week.

“We fix leaks in order of priority to prevent as much water as possible from being wasted.

“While in the Home Counties it is comparatively easy to dig up a road and repair a broken pipe, doing the same job in busy central London can be a lot trickier.

“However, we recognise that in some cases the speed we fix leaks isn’t good enough. We are continually working to improve.”

Improve pension scheme, MPs say

Rules governing the National Employment Savings Trust (Nest) pension scheme should be relaxed to make it more attractive, a committee of MPs says.

Nest is a key part of the government’s plan to automatically enrol millions of workers into a pension scheme.

MPs say there should be no limit on how much people can pay in, and that Nest should accept the transfer in of existing pension pots.

The government said it would consider the recommendations carefully.

“The Committee specifically raises concerns on NEST restrictions and we’ve said that we’re reflecting on these,” said the Department for Work and Pensions in a statement.

Dame Anne Begg MP, chair of the Work and Pensions Committee which made the recommendations, said lifting the limit on payments should encourage employers to choose Nest as their pension scheme.

“Making it easier for employees to bring together the other small pension pots they are likely to have… will help reduce the multiple administrative charges that many people pay and help them to understand the total retirement savings they will have built up,” she added.

How it will work

Under the plans for automatic enrolment into pension schemes, workers and employers will pay in contributions to Nest as a percentage of their earnings.

The alternative will be to automatically enrol staff in existing company pension schemes instead.

In both cases contributions will be based on earnings between lower and upper limits, likely to be set between £5,564 and £39,853 in the new tax year.

Additionally, there will also be an annual limit on the combined employee and employer contributions of £4,400.

The MPs fear this annual limit might deter employers signing up their higher paid staff if their contributions would be above it.

That situation would effectively require the employers to have an additional pension scheme just for the top slice of their staff’s earnings.

Also, under the current rules people who join Nest will not be able to transfer in savings from previous pension schemes.

The beginning

Nest started in a “soft-launch” last year and has begun to let about 130 employers sign up, letting them offer the scheme to their staff on a voluntary basis.

Auto-enrolment criteria

  • Most workers will be enrolled if they are aged between 22 and the state pension age
  • However, these workers must be earning at least £7,475 a year
  • Pensionable earnings will be those between £5,035 and £33,550 (due to be uprated)
  • Staff need not join Nest if they are recruited instead to another scheme that meets minimum standards
  • They can opt out

However, automatic enrolment will soon become obligatory for all employers, in a phased process that starts this autumn. It will apply to the very largest employers from October 2012.

Firms will either have to ensure that all their eligible staff join their current employer sponsored pension scheme – assuming it meets minimum standards – or recruit them into Nest instead.

The government hopes that once the automatic enrolment process is in full effect, by the middle of 2017, between four and eight million extra workers will be paying into a pension scheme who are not currently doing so.

Nest said it was up to the government to decide if the rules should be altered.

“The restrictions have focused Nest on creating a product for our target market of people earning up to £35,000,” said Tim Jones, chief executive of Nest.

“The debate now is whether it’s a benefit or a detriment to retain them.

“There is some evidence to suggest that the restrictions are having detrimental effects and unintended consequences, for example by restricting employer choice and preventing members in our target market having access to Nest,” he added.

Goldman boss defends its ethics

Goldman Sachs’ boss has refuted claims by a former employee that its environment is “toxic and destructive”.

Lloyd Blankfein said his views did not reflect the banking giant’s values.

Greg Smith, who headed Goldman’s equity derivatives business in Europe, wrote to the New York Times saying it was common to hear talk of ripping off their “muppet” clients.

London-based Mr Smith said: “The environment now is as toxic and destructive as I have ever seen it.”

Mr Smith quit, saying he could no longer work there “in good conscience”.

Mr Blankfein said in the email that it was not shocking that some people could feel disgruntled within a form employing 30,000 people but it was unfortunate he expressed them through a newspaper.

Conduct

He added that he was not aware Mr Smith had expressed his misgivings within the anonymous mechanism provided by the firm.

The firm said earlier: “In our view, we will only be successful if our clients are successful. This fundamental truth lies at the heart of how we conduct ourselves.”

Mr Smith said in his editorial that he appeared in Goldman’s recruitment video, shown at universities around the world.

“I knew it was time to leave when I realised I could no longer look students in the eye and tell them what a great place this was to work,” he wrote.

“It makes me ill how callously people talk about ripping their clients off. Over the last 12 months I have seen five different managing directors refer to their own clients as ‘muppets’, sometimes over internal email.”

BBC business editor Robert Peston describes Mr Smith’s comments as a “lament of an investment banker who joined the firm just under 12 years ago filled with idealistic enthusiasm”.

“I’ve been watching Goldman for more than 20 years, and I’m not persuaded it was ever the co-op Mr Smith seems to think he joined,” our correspondent says.

Even as an executive director, Mr Smith still had an estimated 2,000 managing directors and partners above him in the pecking order.

Bill Cohan, a former investment banker and author of a book on Goldman Sachs, said Mr Smith would know how the Wall Street giant treated clients in his division. But he questioned “whether or not he understands the Goldman strategy overall”.

“He’s not on the management committee or even a partner of the firm,” Mr Cohan told Bloomberg TV.

“He’s toast. He is completely toast in terms of Wall Street, no question about that,” he added.

‘Vampire squid’

Following the financial crisis, Goldman was among those bailed out by the US taxpayer and came under fire for its business practices, including accusations that it helped Greece hide some of its massive debts.

Rolling Stone magazine once likened Goldman to “a vampire squid wrapped round the face of humanity”.

Chief executive Lloyd Blankfein once told the Sunday Times that banks were “doing God’s work”, a phrase which made headlines around the world – but was meant as a joke.

The Securities and Exchange Commission (SEC) opened a fraud investigation in 2010 over the marketing of mortgage investments as the US housing market faltered.

These featured emails from trader Fabrice Tourre saying that “the entire system is about to crumble any moment” in 2007.

Goldman Sachs agreed to pay $550m (£356m) to settle civil fraud charges of misleading investors in 2010 – the biggest fine for a bank in the SEC’s history.

Goldman was also fined £17.5m by the UK’s financial regulator, the Financial Services Authority, for failing to tell it that the bank was being investigated by the SEC.

We already have a graphic designer that will change our current site based on existing agent feedback. The new functionality will fit to our current CMS and future real estate search enhancements.

The functionality we want is to be able to easily browse clearly defined categories. Example, bank owned homes, foreclosures, oceanfront homes in a specific town, or segmented price ranges $500k-$750k.

It is also important to be able to search MLS listings across existing segments. However, we’d like to differentiate Twiddy listings versus the general market.

Overall,  we’d like a simple to use and easy to understand site. The filtering options or segments will be clearly defined.

The programming platform is asp.NET MVC
